The Department of Defence (DOD) as a national government department is a major user of water resources. Therefore, a tri-lateral initiative between the DOD, the Department of Public Works (DPW) as the owner of all State facilities and the Department of Water Affairs and Forestry (DWAF) was initiated to develop a programme to promote water efficiency in the DOD. This programme will serve as a pilot for implementation in other government departments. This initiative is envisaged to be a partnership agreement between DWAF, DPW and DOD as guided by fundamental provisions of the Constitution (Act 108 of 1996) of the country in terms of sections 40 and 41 that gives effect to constitutional mandate of co-operative governance between government departments.

The DOD is mandated by the Defence Act (Act 42 of 2002) to protect the country against external aggression and thus its defence capabilities must be commensurate with the needs of South Africa as regulated by the Constitution, national legislation as well as Parliamentary and Executive directives. The DOD also formally recognises the importance of environmental issues as evident in its policies and instructions covering a large variety of environmental and legislative imperatives, including the efficient and sustainable use of environmental resources. Furthermore, the DOD has included water efficiency in its Annual Environmental Awards Programme to recognise and reward initiatives within the military that contribute towards improving its environmental performance and management to ensure sustainable natural resources for the whole country.

The DWAF is the custodian of water resources in the country and has legislative mandate to manage and administer the use of water resources in accordance with the provisions of the National Water Act, 1998 and Water Services Act, 1997 respectively.

The DPW is primarily responsible for providing accommodation and property management services for government. It is therefore of paramount importance that DPW participate in this initiative and ensure management of government facilities is done in an efficient manner to optimise the use of resources and avoid unnecessary wasteful expenditure.
It is through this tri-lateral initiative that the project will be implemented within the DOD.
